Hi Craig,I guess the definitive ansewr to this will lie with Amazon itself. Clearly, they've produced Kindle primarily as an owner/user product, not as an enterprise tool to be shared between multiple learners. It may be worth asking Amazon what their future plans are for this product but I suspect that this will not be a high priority; most Library Services in local govt. seem to use OverDrive as their respository/loans system for digital content and, at the moment, it's not compatible with Kindle.Good luck!Mike.
